Professor Perraki was born in Thessaloniki where she also grew up. She studies in the Law School of Aristotle University of Thessaloniki. She successfully defended her doctorate thesis on Public International Law in the Law School of the Democritus University of Thrace.

She taught in the Law School of Democritus University from December 1974 to March 1993, and from 1994 to 2014 she was a Professor in the Department of International and European Studies, University of Macedonia, Thessaloniki, where she also held the UNESCO Chair on Inter-cultural Policy and was editor of the “UNESCO Chair Publications”.

She was General Secretary of the Center of International and European Economic Law (1997-2007), visiting professor in the Law School of Capital University, Colombus, Ohio, USA (2001, 2009, 2011), lecturer at the Summer School of the same university held in Thessaloniki (1997-2005), in the National School of Judges, in the European Master on Human Rights and Democratization in Venice (2002), in the Masters programme of the World Trade Institute on Bern (2002, 2003) and in the Institut des droits de l’homme in Strasburg (2010).

She was awarded an Honorary Doctorate from the Department of Law and History of the Neophit Rilsky University, Blagoevgrad, Bulgaria (2003). She was a member of the Editorial Committee of the Hellenic Review of European Law (2004-2007) and she is a member of the Scientific Committee of the Refugee and Alien Law Annuary (1998).

In 2011 she was appointed ad hoc Judge in the European Court of Human Rights. From 2012, she participates in ECRAN for the creation of a Master on the rights of child. She is a mother of two. She has published a series of books and scientific articles in Greek, French and English.
